If I am a sugarbaby am I still engaging in prostitution?
What if I get gifts on say my wal mart money card every few weeks?
Should I have a written agreement with my SD's?

The simple and practical answer to both questions is no. There has to be a reasonably DIRECT commercial transaction that involves tangible payment specifically for sexual act(s)

I can't imagine a written agreement that would be ultimately helpful

I met an undercover years ago for a sugar baby relationship and they kept asking me how much for sex. Kept on going at how much they will get.

I told them I don't pay for sex or time with a sugar baby. I want to go to dinner, have a good time and see what happens.

Unlike what most people think, being a sugar baby and a hooker are different.

If you ask a sugar baby how much for an hour of fucking and meet in a hotel room you will have issues.

I have never been arrested for asking a girl to be a sugar baby.
