BTW, I got this from Tony's Kansas City blog, his take on it was about right:

Think he meant he wouldn't be surprised.

Fun fact, I met Chief Douglas in the late 70's when he was a detective. He (as part of an investigation) told me he was just like a bulldog, once he latched on he would never let go. He didn't manage to trip me up however.

For years after, seeing him in public I would call him Bulldog, want to see that man turn 15 shades of red, call him Bulldog Douglas.

I think they could find something more important but this gets them points with the public.
