Is there a way to look up eccie providers by there Ecceie ID member number?

Correct, they are not searchable. But you can work around it if you know the number.

The easiest way is to call up your own profile
http://www.eccie.net/member.php?u=13086 and just replace your 13086 with the other number and hit enter.
