It sounds like you're talking about the Vaginal Rugae. It's prominant during a women's child bearing years. Helps to alleviate the possibility of the vaginal wall tearing during child birth.

I think the question of its existence is still up in the air with varying results but many women claim its existence and others just have no extra feeling in that area. It may be a sexual placebo but it seems to work for some women.
