This was a political stunt by Kamala Harris to look good for her election to the Senate, which she won.

The state charges violated federal laws that protected website owners from prosecution for things posted by others on their website. It had no chance of proceeding.

I sincerely suspect that such a small prosecution wouldn't rise to the level of being approved by the AG, especially during a Senate campaign. Probably some Assistant AG on Human Trafficking. It was clear that she was going to win her election by a mile as soon as the primary was over.
