How to view ROS?

Hello I am a newbie here but been around the hobby for a very long time. I use to come here and look from the outside without being a member. Now that I am recently separated, I can now be a member without worrying about anyone checking the computer's history. My question is, how can I view "The Rest of Story". I see a lot of reviews that say "See ROS". Thanks in advance.
