It is strange that most world hunger occurs in countries with dictatorships and/or disfunctional goverments. That is not to say that only governments can feed people (these governments failed didn't they) but is up to a government to protect the people's rights and those people will find a way to feed people. Of course, let us not forget how some goverments (China and the USSR) purposely starved millions of people to death. More people than Hitler ever thought about.
