China doesn’t pay to ship, our government pays for their mail coming here. They use your address as an order for say alibaba, then they are allowed to review the product they claim they bought. Usually knock off clothing or electronics.... makes the seller look legitimate and costs them only what’s in the package, maybe pennies.

They do it for themselves or are paid to do it for others.
