IMHO but seriously Zamoras for good botanas.

I second Zamora's as the best Mexican restaurant in McAllen. In fact, I ate there today. They have very good Mexican food at a reasonable price.

Costa Mesa should be there somewhere

LaPampa for steaks...
Milano's for Italian

I actually like El Pastor next to Best Buy on 83 & Jackson in McAllen for Mexican and Little Italy in Weslaco for Italian, but Kumori is my favorite overall.
