This is one of those examples of a review where, if it were me, I would go back in and edit the standard “yes/no” to a sentence similar to the last one in the OP’s ROS. I get why he didn’t state a hard “no”, but I suspect a lot of guys will move on to the next one after reading this review (including me).

That’s being nit-picky, though. I appreciate the report regardless of the final recommendation.
