That power is granted in Title 8 US Code section 1100.
As long as President Trump's Executive Order(Proclamation) complies with Title 8 US Code s/s 1182, the Courts have no right or authority to intervene:
----- "Whenever the President finds that the entry of any aliens or of any class of aliens into the United States would be detrimental to the interests of the United States, he may by proclamation, and for such period as he shall deem necessary, suspend the entry of all aliens or any class of aliens as immigrants or nonimmigrants, or impose on the entry of aliens any restrictions he may deem to be appropriate."
This means President Trump's Executive Orders(Proclamations) on this last ban are perfectly legal and can be Expanded to other countries and Extended indefinitely, if he deems it necessary. But no a Liberal Judge wants to
