Yes they still are required to wear them.

You can find some that don't but they won't take off their tops on stage. Get them privately and they do.

Unfortunately; however it appears the vendetta is against the club owners and not just the fact that city council members are a bunch of idiots. For example, the pts/ss owners - i just heard - cancelled all of the life-time memberships they had sold since day 1. I woudn't bet against that they think they are going to get shut down at some point this year so they making everyone cough up 500/year in perpetuity.
