Yup! I've seen a bunch of those. When looking, notice the cross hairs are above the tank, then come down a few seconds before impact. Found out yesterday they do that to avoid reactive armor exploding, or something like that!

Somewhat.
If laser targeting, which this system appears to be, yes as some reactive amour will react to laser painting.
But, primarily it's to keep the missile nose up a bit during launch so it doesn't inadvertently ground out before getting to target. Notice the targeting drop and lock on immediately after launch.
