You can make one post in the Welcomes section to let people know you have joined ECCIE. To make advertising posts, you must become a VP (verified provider). That process is explained here: http://www.eccie.net/showthread.php?t=204164

Does each city have personal welcome sessions now???

I don't think it's broken down per city but most big cities are listed. Just need to post in the welcome area once.
