trying to write a review but fail

I am trying to write a new review but the system wants me to type in my username and password even though I am already in the system. So I do but it gives me the message that I have reached my quota for login attempts. How do I rectify this problem?

Clear cookies and cache in browser. Close it and try again. Should work fine afterwards
