why cant i access?

i can access the forum just fine on my cell phone but when i try to access it from my computer it says cannont connect to web site. Has anyone else had this problem? does anyone know why? its almost like my internet provider or mozilla is not allowing me to.

it looks like my internet provider or my router, i had to get a new router and ip address so i am guessing this may be causing the problem?
