How to post a review

I am a new member, not a paid member. Met a practitioner tonight and would love to leave a very positive review. Cant for the life of me figure out where it is, not sure if I need to be a paid member. Any help would be wonderful

Above the list of threads in each of the forums that allow reviews (Such as Independent Provider Reviews), there should be both a New Thread and a New Review button.
