Go to the appropriate City/State forum that you are wishing to write an Encounter Report.
Find the forum Encounter Reports, click that thread. When it opens, there will be a blue highlighted tab "New Encounter Report"
Click that tab and a blank template will open. Fill in the blanks and hit Submit.
