Identifying UTRs

Not that this is personally relevant at the moment, just more of a random question: Can a UTR provider be named by their handle if their account is in "Disabled" status, as opposed to not at all if their account is "Closed?"

It is possible, since when an account is disabled, the handle and the posts still remain.
