That said, however, LE and DA's etc. will always try to hang a website out to dry on the "promotion" issue merely to cause the site operators to spend money on attorneys. Which is why the authorities have been unable to compromise well-funded web entities such as backpage and craigslist and others as well.
The CDA obviuosly cannot protect any website from more common federal and state charges including money laundering, tax fraud, underage porn, human trafficking, etc.
