Gallery Photo Upload Error

I have tried Chrome, Explorer and Firefox browsers. I keep getting file size upload error after reaching 100% and the file in question is only 4.4mb.

Can you resize your files? make them smaller

Tried that, too. I keep getting the upload error.

It has been a month. What gives?
