The GOP has done something that the democrats haven't done; namely to submit and pass seven budget bills since January. The democrats have passed none, zero, nada, null, zilch, etc. even though it is required by the constitution.
Actually the founders made it pretty simple. They wrote the rules down. Congress makes laws, not the EPA and not by executive order.
