Houston based web designer with SEO background

I'm looking for someone to design a database consumer driven website. A bit like eccie but for financial reviews. I have a mock up but can't design the databases myself. I have tried 4 different designers who have more or less flaked. I would prefer someone who wants to take a share Of the company as the site will require on going maintenance . However, would rather just get the site up and going first if cant find a partner.
