I am looking for the best app to take a pic of a business card and the app converts it to a list.

Perhaps Cam Card Lite
Recognizes several foreign languages, also other features.
Includes adding to contacts in phone, adding to contacts on e-mail lists, etc.
Frankly there's a bunch that all do the same, but few have a foreign language converter. Having French, German and Japanese is quite handy (Cam Card).
Regardless, get one that scans, not just reads. The scans can always be exported to another machine.
