How do I submit a review?

At the top of the Encounter Reports - Killeen/Waco/BCS forum there are two buttons: New Thread and New Encounter Report. Be sure to click the second one.
(I don't believe this is supported on the mobile site, m.eccie.net. You need to use a full web browser.)
When you click on New Encounter Report, you get a form to fill out with all the required fields, including that elusive The Rest of the Story section.
This is by far the most important section of the encounter report. It doesn't need to be in graphic detail, but it does need to provide enough information for other gentleman to make an informed decision as to whether they would enjoy seeing the lady.

Thanks for the insight. I’ve been strictly using the mobile site. That explains why there’s no template. Report coming soon
