I do agree that the whole issue of excessive fines and punishments need to be addressed. Somewhere we got into a cycle of allowing local governments to run ruff shod over individule rights.
We do it because we want to be protected. But as was said by the Founding Father's, when you trade freedom for security, you will end up with neither.
