To respond to our dear friend’s query regarding fee: I’m not sure but I think there are two values in lines 8, 9, and 10 of the ROS. One value is clear, the other ascertained by imagining the portrait of a friend of mine that used to fly kites in Philadelphia about 251 years ago and where that portrait is most often observed. Add those two values and you will know.
