Open signs

Driving down San Mateo today, I saw a lot of flashing open signs in the windows of AMPs. Does this mean they’re back in action?

They should be, even in the RED category spas, salons, etc. are allowed to open with limitations

I was in town Fri night and stopped by a regular of mine. She was open and while I was there, she turned away 1 guy and missed 2 phone calls. So yeah, they are open.
