A lot of high income folks that lived in the 5 boroughs, but had vacation homes in the Hamptons or up in the quaint Hudson valley towns, have changed their primary residence to the vacation homes and made their Manhattan pads the vacation house.
So they are still NY state residents and still pay a top rate of 8.8%. But they are no longer NY City residents and do not pay the EXTRA 3.9% top rate of NYC. So by moving to the Hamptons, NYC residents cut their income taxes from 12.7% down to 8.8%.
It doesn't hurt NY State (which gets the same 8.8% regardless), but it kills the city.
Cuomo also appealed to people who changed residence to CT vacation homes, but there aren't too many of those. A lot of people work in NYC and commute to a single home in CT, but there aren't near as many with a home in Manhattan and a vacation home in CT. CT is a leafy suburb state, but it lacks good beaches like Long Island or mountains like Hudson Valley. So not a whole lot of Manhattan people buy vacation homes there.
As for people who left NY completely for FL, NC, VA, or TX, Cuomo isn't really appealing to them because he knows there is virtually no chance of getting them to come back to NYS.
So, it's a bizarre situation: Cuomo is basically asking NYers to move within the state to a higher tax locale so 1) no one gets laid off in NYC and 2) he doesn't have to bail out NYC.
