Clinton, Bush W, & Obama was for it.

US Navy is following the treaty even though U.S. never signed it.

Senate said no to it in each administration.

167 nations signed it.

Nations that refused to sign it are United States, North Korea, Iran, Syria, Libya, and Venezuela.
