question on name changes

i was wondering as far as to change my user name but i cant figure it out or if it is even possible

• At least three choices for your new handle in order of preference in case one or more are already taken.
• Reason for the request.

Will her user ID also change?

Changing just the handle does exactly that and nothing else.

That's not true, I did just that about 3 months ago and was told they are no longer allowing name changes, thought it was strange but was told this by a moderator!
