Sometimes under the Independent Provider Reviews I will see a number of stars for the review.
Who decides the number of stars or no stars?

We all get 1 vote - tap the "Rate Thread" drop down arrow in the upper right tool bar of your post.
Even the thread starter can vote once for his/her thread but you can't change your rating afterwards.
The number of stars then become an average of star votes subject to who all decides to participate.

Create lots of handles with different browsers and you can rate more times

Trolls tend to down vote reviews and threads, it's a pointless addition to the site. Better off ignoring the system. You're welcome to try however if you like or dislike something.
