Looks like the city has been working to shutdown this place for some time. The undercover officer being propositioned inside as a customer only makes things more interesting.

They can shut it down but they can't demolish it without seizing it and that will take a court order.
The property is owned by someone and it has been on and off the market in the past 4 years for sale with no buyers.

According to DCAD, the owner, East Bay, Inc is a company in Illinois that owns the building appraised at 1.55 million.
NFA is operating as a S.O.B. with the appropriate licenses from the city and fees and dues paid to the city.
Zone d'Erotica is operating as a S.O.B. without the appropriate licenses from the city and not paying the required fees and dues paid to the city that a S.O.B. should be paying.
The government only bother folks and threatens to shut them down when they find out them folks are making $ and not giving the government their slice of the money pie.
Governments are the biggest organized criminal organizations there is. Bigger than the Mob, the Mafia, the Cartel, you name it.
Their only goal is to make money.
Do you know who they use as muscle to enforce their will on the people and to collect that money? The police, the Sheriff deputies, the Constable deputies, the State troopers, the Federal agents, etc, etc.

DPD can arrest and give you tickets.
Fire Dept can shut you down with a simple Red Tag.
