How do I post a review?

Maybe I'm retarded, but I want to post a review and can't figure out how. I can't find anything that tells how either. Can you please help?

First, find the correct review forum: Independent, Agency, etc. There is a blue "new review" button right next to the "new post" button.

I'm not "the staff" so hopefully it's ok to post in here. If you are on your mobile device using m.eccie.net you won't have the "new post" button. It's only available on the full site www.eccie.net. At least I haven't found it, if it exists.
