It's impossible to be Energy Independent. Not unless the whole world has unobstructed access to an Energy Source and it's cost to obtain or use is minimal.

Otherwise you can do some research into the EO's he signed and agency oversight decisions that allowed for the more relaxed environment to maximize production at lower costs, which provided also for production that exceeded the requirements of the U.S. and as a consequence the knowledgeable folks producing the product were able to sell the "overage" outside of the U.S.

I recognize that concept is foreign to a house builder, because typically they are borrowing on the next house to pay the costs for the last one.
