Instead of just recounting all the votes like they did in Florida or Minnesota, they are reviewing all the ballots cast first to eliminate any spoiled, unqualified, or illegal ballots (no name, no address, fake address, botched address, deceased). Then they will start the recount. The dems don't like that very much.
