I have implemented a chat system on another forum I administer that works pretty good. It is not true IRC, but works really well. It is called Ajax Chat (
https://blueimp.net/ajax/). It integrates with the forum database so that you can easily set who has access according to their membership level. I noticed they have a sample integration for VBulletin so it may be something you might want to consider.
