One more time. The reason the deductibles are high is that in the individual market the health insurance companies cannot deny selling a policy to people with pre-existing conditions. In many cases these people ( "ARE ALREADY SICK"). Before the ACA was passed the health insurance companies simply did not sell health insurance to people with pre-existing conditions. If your pre-existing condition was Cancer no health insurance company would sell you a policy. People who are already sick are submitting far more claims that are paid out than premiums collected.

It has been documented quite extensively in other threads about unbalanced RISK POOLS and rising premiums in certain states for some health insurance companies.
If everyone were healthy(or low risk medically) before they purchased health insurance, everyone's premium would be lower.
