Can OP read private tags?

I thought I remembered that the original poster of a thread can read private comments even if they don't have BCD access. From what I've seen recently I'm guessing that is no longer the case, but I'd like to verify this. Specifically, can a woman who starts a thread in the welcome wagon read the subsequent private comments?
