A proposal to ban nudity in cabarets and require city licensing for “seminude” cabarets and dancers is up for discussion at Tuesday’s Waco City Council meeting.
An overhaul of the city’s sexually oriented business ordinance also would prohibit private “VIP” rooms at cabarets and forbid performers from touching customers, such as in lap dances, or performing closer than 6 feet from them.

Go and read the Texas legal definitions of "prostitution" and you will find that what constitutes a "lap dance" as you find in DFW or Austin, constitutes sex act for pay.

A few years ago, one of our ECCIE ladies was busted (along with 2 other dancers) in Nolanville and charged with and convicted of "prostitution" for performance of a $20 lap dance where she made contact with her covered bottom and the cop's covered crotch.

Sonny's was busted for full on prostitution by having VIP rooms with doors that locked from the inside, where full on sec acts for money was happening.

Go to smaller towns in Texas with topless clubs, "air dances" (no contact whatsoever allowed) are the norm and are called "lap dances" or "private dances" where there is no lap and no privacy.

Waco is working to shut them all down. Heck, they think Hooters restaurant should considered a sexually oriented business.
