Niagara Falls (Canada) Forum (Privs)?

What's the scoop with the Niagara Falls (Canada) forum? It looks accessible, but when I click on it an error messaging indicating that there are not enough permissions to access the page.

Is it simply a forum that isn't fully resurrected yet?
