Most easy cropping CAN be done with paint.. to tell you the truth, I have PSCS5 PSElements and a few other programs.. and for simple re-sizing and cropping... I use paint.

For Windows XP, download Gimp. It is free and is a lot like PhotoShop. It was developed for Linux, but there is a Windows version that works very well.

Try this link: http://www.gimp.org/downloads/ and use the Windows Installer.

Depending on the photo content, some of the free storage sites (photobucket at least) I think has an editing/cropping feature.

+1 for gimp
Also, Adobe Photoshop Express Online is a good one for occasional editing: http://www.photoshop.com/tools
CS3 currently... and misc Android phone apps... surprisingly good!
