that apparently is disabling my ability to upload a new profile pic.

Any advice from the techs?

Another members post/activity would have no affect on your ability to edit your profile.

Its likely some issue with the pic that you are trying to use. Either the format or size of it would be most likely.
Are you using the "User CP" over on the left side of the page? One of the options there is "Edit Avatar" http://www.eccie.net/profile.php?do=editavatar
