Very good news!
Pussies. 100% trying to keep the GQP out of trouble in November. This would have toasted them. They're kicking it back to the states, 100% rejected on "procedural" grounds.

The good folk at American Heritage respectfully disagree with your understanding of respectively.
respectively /rĭ-spĕk′tĭv-lē/ adverb

1) Singly in the order designated or mentioned.
"The bookcase and the table are 5 feet and 3 feet high, respectively."
2) As relating to each; particularly; as each belongs to each; as each refers to each in order.
"let each man respectively perform his duty"

Antics like this are how the GQP states, realizing "people" are getting sick of the bullshit, are trying to make "counties" or land the votes they need to capture.
