This lady has been arrested at least 11 times for solicitation, has done a couple of jail sentences, and was arrested while approaching cars a few days after she was just released!

Ha! I think when you get to the point of approaching cars in public you've dropped any desire to screen a long time ago!

One would guess is the car had no blue lights on top so they passed her screening protocol.
