Attempting to negotiate will likely land you on DNS lists. Or in the provider's only section. Avoid doing so if you want to build a solid reputation as a respectful suitor.
This doesn't mean you are obligated to book someone who charges rates higher than you're comfortable with. But if that's the case, a simply move on.

Yes! This! You don’t go to the store and haggle over the price listed on their website. It is what it is, if you want something cheaper then you can move on to the next item or buy the great value version.
I find it a huge turn off when anyone haggles..:/ I feel like I’m worth what I put out and deliver well to make it worth your time
