Am I confused?

It is my understanding that incall means the provider has the place where the meeting takes place. Am I wrong? I ask because I contacted a young lady 4 days in advance so I could be assured of getting through the screening process. Time and date were agreed upon. However, when the day came, I asked where I needed to go and was told I could get a hotel room or we could have a car date. That's not an incall is it?

I call that an out call. In my recent encounter the lady wanted to keep the room . I opted to loan her the money for the room. I called that her incall since the room was in her name.

Yep, incall she provides the bed. Outcall you provide the bed.
