Amnesty wouldn't even do that. The existing process wouldn't help a sitting president run for re-election because of how much time is needed to move through the permanent residency and then naturalization process.
That's even without the backlog. Reagan understood that very well. He had the right balance and perspective on American greatnes. You'd consider him a RINO today but we would be able to compare "real American values" to "populist bullshit" mighty quick.
