Best way to use ECCIE?

I just started a new profile here and am at a bit of a loss.
Is advertising allowed anywhere on site? If not, what sites are best for posting ads?
I recently moved to a different state and lost my clientele as a result. It's been years since I've had to find new clients, and the online world had changed a lot since then. I'd very much appreciate some guidance on what to do next.
