Is it at the beginning after the long line of police motorcycles, you have one black SUV with a bunch of police lights on the grill and then there's a white SUV after it?

I think that's the hearse but at same time, it has 2 flashing lights on the grill.

I thought only law enforcement and other emergency vehicles can have flashing lights on front grill.

Anyway I tried to count the actual number of motorcycles and vehicles and lost count each time after several attempts.
